Open Space Committee Town Of Eastham Minutes
June 17th, 2013
Members Present:Frank Dobek(chair),Robert Cook, Steve Gulrich, Robert Gurney, Robert Jacovino, Peter Wade (cpa rep)
Meeting began at 7:05pm.
Minutes of the May meeting were reviewed and corrections made. Page 1, bottom paragraph: eliminate the term limited parking area. The process of review and updating of the Open Space and Recreation report will be spelled out in adjusted minutes. The minutes were unanimously accepted with changes.
ECLAP II
Chairman Dobek forwarded the report to the Town Adm and Asst Admin. However because of the issues with town water they will not be able to get back to the committee until after the water issue is resolved.
Sandy Meadows
Chairman Dobek submitted an Email to Nan Balmer regarding the proposal for the Sandy Meadows upgrade (response is attached. The open Space committee will do an onsite review and make specific details where possible, of the proposal. The walk thru will be July 13 at lOam.
Restructuring of Open Space Committee
A motion was made and seconded for Frank Dobek to remain on the committee until the conclusion of the ECLAP Study and the Sandy Meadows proposal. The motion passed unanimously.
A motion was made to appoint Bob Gurney as chairman until December and then to look at the organization of the committee. The motion was seconded. and passed. Bob Gurney agreed to the new position.
Eastham Open Space and Recreation report.
The committee started with section 2, as the summary will be written after the report is reviewed and finalized.
Updates were made on the following pages which will include changes in wording and gathering of new data. The pages reviewed were as follows. Pages 5,6,7,8,9,11,13,14,15,16,17,19,20,21,22,23,24,25,26, and 27 (Part d on vegetation will be reviewed by Bob Cook, including Section e. Wildlife and fisheries, up to page 36.
The next meeting we will pick up on page 39 part G environmental problems and complete section IV. We will skip Section V and begin section VI.
OLD BUSINESS
South Eastham Conservation Area. Chairman Dobek spoke with Neil Andres and was told the DPW will try and keep trails open in that area.
All committee members present regretfully accepted the end of Chairman Frank Dobek's final term as of July 1st. Although Mr. Dobek has graciously volunteered to assist with his stewardship over final phases of the ECLAP II proposal and the Sandy Meadows improvements project, his contributions to the Committee over 9 years of service(six years as chair)were readily acknowledged. Frank's dedication to Easthams open space preservation efforts and land management issues along
with his conscientious leadership of the committee will be missed. All the members wish him well in his next endeavors.
Bob Gurney will begin chairing the next meeting
Next meeting will be July 24th. Meeting adjourned at 9:46pm.
